Mail delay issue

I have an issue with a users email. When the user CCs in himself on an email, he does not receive the email until a time delay has occurred. The delays is usually long enough for the recipient of the email to reply.  This is strange as emails to and from internal mailboxes exchange at normal speeds.

The mail server is running Exchange 2003.

Does anyone have any ideas?

    Can you try to change the user to online mode and see how the behaviour changes?

    In Outlook. It is done from the Outlook Account settings configuration, when you click on properties of the Exchange server.
