Static IP address

I want to test this later when I am at the computer console
I would like to know if I can assign a static IP address to a computer that doesn't have a network cable connected to it. and if I reboot the computer would it be able to keep the IP address or loose it, since it s static not automatically assigned.

Thanks

I have few servers  that are in different switch , they have static IP addresses but they loose them when they reboot and they revert to 169.254.x.x [APIPA]

I want to disconnect them from the network and reboot them and see if they loose or keep the static IPs
