Network load test

I need to find a fee or open network load test tool. It needs to basically simulate background data and allow me to test a data transition against, latency, packet loss and jitter.
 Please provide a link to the software that would meet this need.

We use brick or iperf / jperf .

The key is tat I need to also simulate background data while testing. Is there a tool that does that as well?
