automatically highlights icons and moves them around as if he was holding down the left mouse button.

When a user moves the mouse around the screen it automatically highlights icons and moves them around as if he was holding down the left mouse button.
Restarted the machine, unplugged the mose and plugged it back in and it still does same thing.
even when user tries with the mouse pad on laptop it still highlights items.
The user plugged in a different mouse and had still same issue.
Please help.

Just to rule out some theme issue, can you switch the W7 theme to "Windows Classic"? Right click desktop and choose "Personalize".

Is it also performing the left mouse click btw? I hope not...
