Can you recommend a WAN simulator?

I am looking into a WAN simulator to test applications over various WAN conditions.   So it needs to be easily configurable for various simulated conditions for repeated tests in a controlled environment.

I see http://www.packetstorm.com  but was wondering about other devices others have experience with.
