Creating User and enabling remote connection

I wonder how to create a user with administrator powers, and enable remote connection using the command prompt ms-dos. Thanks if you can help me in a clear and comprehensive.

    You don't have a Administrative User in MS-DOS Operating System.

    You must be using some version of Windows, please specify the same in the Zones.
    Also, when you talk about remote connection, what software are you using for VPN?

    Please clarify!

    In the situation in Windows 7 and Windows XP

    Having user with administrator powers to do this?

    In order to add a user with Admin powers from command line please use the following commands:

    1. Create a New User
    NET USER username {password | *} /ADD 

    Open in new window

    NET USER abc password /ADD 

    Open in new window

    2. Add user to Local Administrators Group

    NET LOCALGROUP groupname username /ADD 

    Open in new window

    e.g. with user abc we created above.
    NET LOCALGROUP Administrators abc /ADD
