A JSP is translated into the appropriate Servlet code, which is a .java file. If you are using Tomcat, then you can find the translation in Tomcat's work folder.  In that servlet code, you can see that the implicit objects are declared and initialized in the _jspService method of the translated code. Thus the implicit objects are available for use within scriptlets and scriptlet expressions through scripting variables.
