cisco 1100 ap cant web login

I have a cisco aironet 1100 series ap running 12.3 ver. I am NOT able to web access into the ap. I get message A username and password are being requested by The site says: "level_15_access.
I am able to telnet into the AP using the same username and password.
I need to view my client associations and I can't do this without having web access to AP

    Ok, you can see client associations via telnet using the following command...

    Show dot11 assoc

    To fix http authentication try this via telnet...

    Conf t
    Ip http authentication local
