Best methods for creating a header bar like stumbleupon
Hi all,
I'm looking to create a useful toolbar that it still present when external sites are loaded - users click various links to external sites but I maintain a tool bar at the top.
Now, I read framesets are a thing of the past (are they?) - is there a much more modern robust way to do this.
Here's an example of the StumbleUpon bar:

Any pointers on how I can achieve this much appreciated.
Thanks
