move mailbow from 2003 to 2010

I have a existing exch 2003, installing exch 2010. when trying to move a mailbox from the 2010 EMC i get the following error, what permission do i need? bad link in error message

Error:
Active Directory operation failed on "my DC". This error is not retriable. Additional information: Insufficient access

rights to perform the operation.
Active directory response: 00002098: SecErr: DSID-03150A48, problem 4003 (INSUFF_ACCESS_RIGHTS), data 0


The user has insufficient access rights.

You can do this from EMC with a local move request.
Are you logged in with Schema Admin / Org Admin
Check RBAC roles from Exchange 2010 > Toolbox
Add the user to the respective Roles
Move Mailbox Management Role is what needs to be added.

Use New-MoveRequest cmdlet from 2010 server ....where is this at?
Run it from exchange shell.
OR
You can open  EMC
recipient config > mailbox
Rightclick on a legacy mailbox > new local move request.
So what did the trick ?
