Exchange 2010 - New Mailbox LDAP Issue - Trying to connect to a decommissioned Domain Controller

Hello,
I've have recently decommissioned an active directory server, that was at on point my FSMO master, that was running 2003.  Now I'm using all 2008 server.  I do not see my decommissioned server on any of my current DC's.

So, my question, how can I change the server that exchange is looking to?  Also, this doesn't happen every time, it's a bit of hit-or-miss.

DNS records perhaps?
Did you properly transfer all of the roles away from the old server and then dcpromo it down?
Any leftovers in AD Sites and Services?

I highly doubt DNS - I actually migrated the IP address from the old DC, as well as when it fails, it actually gives the FQDN of the server, not IP.
All FSMO roles were properly transferred, and can be confirmed via powershell
Everything is clean Under AD Site and Services

Also, within the EMC, I've selected the server properties, and within the "System Settings" the two domain controllers that are listed are correct.
