How do I get cmd prompt to open in Windows 7 pro x64

A guy at work says he "used regedit", now when I go to start / run and type anything all it does is open windows explorer. Is his registry hosed? Anything you type in the search bar in the search results window just opens up. Would system restore resolve this?

You can try System Restore from Action Center -> Maintenance.

Also, see if you can open a command prompt and if so run System File Checker: SFC /SCANNOW and restart.

Finally, in my experience, when loose nuts behind the keyboard run regedit, they usually hose the system. It may be better for long term stability to reload the system and then make this user a regular user so they cannot run regedit. (Keep UAC turned on).  .... Thinkpads_User
