Vertical slide bar is jumping

Hi experts, I have a problem – all vertical scroll bars – on browsers, windows explorers are jumping up and down and finally scroll bar getting to the lowest position. When I try to move it
up it starts "jumping" again.
OS - Windows 7.
What’s is wrong, please advise.

Can you try a different mouse? (A simple USB mouse to start with).  If this does not work, see if you can change the mouse driver (in the case of a laptop).  ... Thinkpads_User

USB mouse is working fine. Should it be driver?
BTW, this is Logitech wireless mouse-keyboard, do you suggest to update driver?

You can try updating drivers or look to see if you can adjust mouse sensitivity. if the software integrated properly, you can go to Control Panel -> Mouse and adjust the speed of the mouse and slow it down a bit. You can also try uninstalling the software, restarting and reinstalling the software.

Since the USB mouse works fine, it will be the Logitech setup (and not your Windows setup).

Vadim2004--Do you have the same problem if you run in Safe Mode?  If not, some program which starts at boot is interfering with the mouse.
Is this something very recent?  If so try a System Restore to a date before the problem started.
I wonder if this will help
