Microsoft Exchange Unified Messaging will not start

Microsoft Exchange Unified Messaging will not start.  I get an error message that reads Error 1075 the dependency service does not exist or has been marked for deletion. However the service in question is Microsoft Exchange Active Directory Topology Service and it is running?  How can I get his started?
