When you open a terminal window in Ubuntu and type sudo apt-get install mc,

1. It wants the administrator password. Did you provide that correctly?

2. Then it starts and provides several messages and starts downloading. It is pretty quick, but there is a text percent complete that increases until done. Did that happen?

I have a plain vanilla Ubuntu virtual machine (Ubuntu V10) and the command above installed Midnight Commander just fine.

There's no ask for a password and I figured out that I have the problem also with other packegs:
16-5:/tmp# apt-get install mc
Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Couldn't find package mc

16-5:/tmp# sudo apt-get install phpmyadmin
Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Couldn't find package phpmyadmin

Maybe the error occurs because of the same issue?

Sudo requires admin authority to work properly. See if you can find out why Sudo is not asking for password.

Remember in Ubuntu, the admin account is disabled, and therefore, every command requiring administrative authority will ask for password. This is probably at the bottom of your issue.

You are most welcome. I am not a Linux Expert, but I do run Ubuntu and was pleased to help.
