Cant search attachment content on some Outlook 2007 clients

Some of our clients can search words in attachments in outlook 2007.
Some can't. Even if both have the same attachments.

What setting changes this?
Is there a GP to apply this to all users?

    is windows search 4.0 enabled/installed on all ?
    my best guess would be to check this for starters on a client that cannot search for words.

    Sorry not sure why I closed this. Question is unresolved. Windows search is definitely enabled. Only thing I cannot search is the content inside attachments. Eg a PDF. Other PC's I can.
