Dear Experts,

Newbie question : is there a way to create/generate SOAP web services automatically from a MySQL database or given table in a database?

No you need to do it on the application layer using PHP, Ruby, Java, etc.  In Ruby there's the Soap4R gem - see http://www.tutorialspoint.com/ruby/ruby_web_services.htm.  I'm sure there are equivalents for other other languages.
