if you don't have the CAS server set up properly then messages won't get sent from the outlook client.
If you have a look in the exchange tool box at the queue viewer you will be able to see if they are still sat there. There will be an error code contained within it

Message tracking showed the last 14 emails I attempted to send out.

if you right click on them and show the properties it should give an error
or if you expand all the columns it should have it as well

usually in the format  "5.5.4 "

Really not enough information provided here

But I would venture to say...

Since all one really needs to access owa is a valid internet connection

And Since one needs to be logged onto a domain, with Exchange, for outlook to work.

Im Guessing your PC has an Internet COnnection but has been registered on the domain properly and or your account is not logged onto the domain but possibly locally

I would also check you have 2010 SP1 installed
http://support.microsoft.com/kb/2460049

That is if you are using office 2010.
If not check that your version has the latest SP installed
