Global address list of Exchange 2010 server

How to import a .csv file (email contact from other domain) into Exchange 2010 server as a global address list ?

then i would import them as new contacts

1 ) Run the cmdlet

Import-csv c:\contact.csv | foreach {new-mailcontact -name $_.name -externalemailaddress $_.emailaddress;set-contact -identity $_.name -office $_.office -department $_.department}
