error logging into echange

my exchange seems to be working. all emails are fine. im trying to log into my exchange server and its not allowing me to do so. why ?

It looks as if the server is exceeding it's connections per second quota.  It may be you're getting hit with a lot of spam, a lot of legitimate e-mail or may be the victim of a DoS attack.  Does this problem ever go away?

i just tried now. it keeps happening. would restarting the server solve this issue ?
