There are no tools for this built in to exchange.
One of the experts might be able to provide you with a 2rd party tool they recommend, I personally would look at your Router/Firewall and see if there are any reporting tools that come with it. i.e. Watchguard & Sonicwall's have reporting and recording software you can install on a PC or Server that allow for long term recording of data and statistics. You could then monitor the TX & RX for port 25, some also allow for counting emails, domains, recipeints etc.

You can use GFI Security Essentials for your exchange 2003. By using this your will be able to generate almost all kinds of  reports like: per user incoming/outgoing, domain wise sending/receiving, daily mail and it also provide lots of feature like anti spam, anti-virus protection and pop down loader for your server for details please visit:- http://www.gfi.com/mes

NFR key for Veeam Backup for Microsoft Office 365

Veeam is happy to provide a free NFR license (for 1 year, up to 10 users). This license allows for the non‑production use of Veeam Backup for Microsoft Office 365 in your home lab without any feature limitations.

Sawmill has an IIS SMTP log parser and a number of Exchange parsers (some need the Exchange Tracking log one at least that uses the Agent Log. Not all have bytes split into TX and RX as far as I can see.

Which logs do you have, do you know?

I am not an Exchange expert, but Sawmill can read the logs and produce bandwidth reports by Hour/Day/Day or Week/Month/Year, and also a date range (including Quarters etc), so you should be able to get what you need.
