Need help finding a program that will switch between web browser tabs

I am looking for a turn key program OR custom solution that will allow me to,

Open a Windows Compatible Browser (Firefox or Chrome Preferred)

Load up web pages in tabs or new windows

Set a timer (between 1 and 15 seconds) to switch between tabs or new windows

The purpose of this request is;

We have a network operations center and we have 4 screens mounted on the wall.  We have about 12 different monitoring systems we use.  We would like to use those same 4 screens and flip through different web sites we want to be in plain view.

As for opening the program with one key. you can right click on it (the .exe of explorer or chrome) then - > properties and push F10 or any other key on -shortcut key- and save.

when you click F10 it will open it.

You may want to make a script and schedule it to run into a particular screen. you can also use the link above or something  like this:
