Captivate project not linking to external resources when burned to DVD

We've developed some online training in Captivate.  Everything works great until we burn the course to a DVD.  At that point anything linked - whether to a pdf document or a website just stops working - you click on the link and nothing happens.  Oddly enough, clicking on a link with a mailto does actually work.

The training works online, locally, we can upload to code to our training vendor and it works fine there too.  Works great everything except when it's burned to a DVD.

We're burning it to V9 of Flash for compatibility.  We've seen posts about changing the global settings in Flash on the user side but that's not very user friendly to require them to do this.  

Does anyone know if there's a setting in Captivate we're missing or if there's a special magic trick or offering we need to make to the computer gods to get links to work?

Any help on this would be greatly appreciated.
