    Two questions:

    1.  Can I do the same task from the Exchange Management Console?
    2.  How do I grant permission to a security group instead of an individual user?

Yes, you can in the "Recipient Configuration" => "Mailbox" => in the right you can see "Manage Full Access Authorizations"

    Then follow the assistant.

For your second question, yes you can specify a group after the parameter -User
