Right click on the mailbox in Exchange 2003
Grant Administrator Full access Permissions
try that again

Did you skip step one of that article?  That's what enables the security tab.  From within Users and computers click view then advanced features.  If you're still missing the security tab after that I don't know what to say.  There's always another way and I have a few more ideas if it doesn't work.

You have to click on security tab from ADUC in Exchange 2003 -- not from 2010 server.

You are very welcome.  I know I've done that more than I'm willing to say. :)
