ERROR Outlook block access to the following potentially unsafe attachments MDB file

I would to change the default attachments security setting in exchange 2010 server. I know you can go to outlook on the desktop in the register (regedit) and create and new string value (level1remove), but I thought that you can go to the exchange 2010 server and unblock the attachments. Not sure where in exchange 2010 to do that.
