Error from conecting to windows share on Server 2003

I'm getting an error when some users are trying to connect to a network share on Windows Server 2003.  From looking around I see it could be a license issue.  I have looked and it's set to Per Server licensing with 11 licenses.  From reading someoen said to change it from Per Server to Per user/device.  What would happen if I change it?  These are mapped drives also.  Do I just need to buy more CALS?  I've checked and made sure Maximum connections to this share was enabled.  Any suggestions? I'm unclear on CALS and which ones to buy also.

Try restarting the machine.

Did that seems to fix it for only awhile.  Also, these computers have a mapped drive to that share.
