Can't install Windows XP Mode on Windows 7

I "upgraded" to Windows 7, but I wanted Windows XP installed for certain programs. I downloaded XP Mode/Windows Virtual PC from Microsoft. It downloaded the entire >400MB file. On launch, it only appeared to install tutorials. The instructions therein appear to be wrong (i.e., no Windows 7 in Start/All Programs), Where's the Windows XP application/operating system on my Windows 7 machine? I don't seem to be able to find it. Frustrated. Appreciate help.

    Did you install only XP mode? You'll need to install Virtual PC.

    What version of Windows 7 do you have? Enterprise? Professional? Home?
