    My advised from experience:

Archived the users'  mailboxes from Outlook through .PST file
Simplify the structure of their mailbox. What I mean by this is, you know in time, you build up your folders, subfolders, subfolder of subfolders of subfolders. When you mailbox is imported into Gmail, all your subfolders look very very very complex and unmanage? Why? well in MS Outlook you can expand and collapsed your folders and subfolders underneatch them. In Gmail, you don't have the facility. (E.g., structure your mailbox like inbox, sent items only...the less folders it have the easier to manage)
Will very small size mailbox and small number of folders, once the mailboxes are imported into gmail, they can be managed quite easy.
Then, use MS Outlook client to pull your GMAIL accounts, so you get the best of both worlds...that is, free mailbox server but retains the versatile with Outlook

But, be warn, if you don't clean up the folders structure of users' mailboxes, upon migrated to GMAIL, they will condem whoever made the decision to go ahead with in the first place. You will see why.
