exchange 2003 message header size

I have a few recipients who are not getting emails because the message header size it too big.  Is there a way to increase the maximum message header size in exchange 2003?

    there is not setting for it in exchange server 2003 while you can easiely configure it in exchange 207 and 2010 by using powershell with following cmdlet
    Set-TransportServer exchangeservername -PickupDirectoryMaxHeaderSize 100KB
