System Wide Inbox Rules in Exchange 2010

We have a SPAM Appliance that marks email subjects with ***Suspected SPAM***

However, some of the outlook clients don't put this directly in to their Junk Mail folders.  Is it possible for me to make an inbox rule for all inboxes?

Write a transport rule to filter out the messages with subject line and stamp the SCL value to an upper value.
And the basic requirement for Outlook client side spam filtering is that Outlook should be configured on cached mode.
