Can I place a label on top of an image?

Great Day, I have a splash screen that has an image on it and it runs for 4 seconds and then closes and opens my Switch Board. Can I place a label on top of the image so that when the form opens, the label can be seen sitting on top of the image?

    Yes you can but do you want it to have a transparent background?
