May I ask you to post the tns entry that you are using?
Sometimes this can be caused by unindentation in the tnsnames.ora file.
Are you sure you are using the correct hostname, port and service_name or SID?

What is your client operating system?
For example, on Windows 7, look for tnsnames.ora under
   \app\<windows user id>\product\11.2.0\dbhome_1\NETWORK\ADMIN

Again this is just an example.
Basically, you should for this file under your ORACLE_HOME\network\admin directory on the Oracle client machine.

what's the output of

tnsping <service_name>

you're trying to connect

such as:

what's the ORACLE_HOME directory being used to conect to database? (tnsping would show you that tnsnames.ora is using in versions 10g and above).

The issue is that oracle can't find the connection description you're using in the tnsnames.ora (in the ORACLE_HOME used).

From the machine where you are trying this, can you "ping osl-ppmv-vm" ?

I resolved the problem.

Actually in the listerner.ora file there was this old Service and not the new one which I created.so I added that.

Now its working.

Btw wana ask which tool to use to create a table space. I want to import a database backup and therefore have to meet the requirements of the imported database.

sqlplus is a good tool.

Log in and just launch:

CREATE TABLESPACE <name> DATAFILE
  'rute_of_the_datafile' SIZE 500M;

... but... it's another question unrelated to the main one, isn't it ?
