how to test the attachment size of windows smtp server engine 2008?

How can i test to make sure a 2008 smtp engine on one of my servers is not blocking an email due to its attachment size.  I can connect via telnet and run the usual commands to send a test mail and that works fine.  I want to now run the same test but attach a file to see if there is a blockage.  
Use case is:
emails being sent using this engine seem to block or stop at 3MB.  I have checked all the usual settings in the smtp engine and made sure those are set to well above 3MB in fact they are set to 50MB plus but i want to run a manual test outside the app sending this email to remove the smtp engine as a possible blocker of the mail.

found a small smtp client software to use called "popcorn."  This was exactly what i was looking for.  A small smtp client to use that did not have to be installed but can run within its own binary and send mail with attachments.
