server 2008 r2 - stop users from downloading from internet

i need to stop users from being able to download from the internet unless
they enter in a password or have user rights.

how can i do this?


server: windows server 2008 r2 x64bit
workstation: windows 7 pro x64bit

    You can do this via group policy. have a look at this blog since the requirement same as you
