What is your operating system ?
A quick way can be to type this  dos command

at 4:00 /every:m,t,w,th,f,s,su "MyBatch.cmd"

But I suggest you use Windows Task Scheduler.

Control Panel
Scheduled Tasks
Add Scheduled task
Next through until choose program
Browse for your batch file
Give it a name
Say Daily
Choose time
Every day
Starting today
(or whatever)
Enter username and password to run it as

Open Advanced properties.
You may want to tick the box "only run when logged in" depending upon what it is for.
