Public Desktop in C:\Users\Public Directory on Windows 2008 R2 Missing

The publick desktop in C:\Users\Public directory on Windows 2008 R2 is missing. I have the show hidden files, folders and drives enabled, and still not there. Any ideas? Thank you.

There may be edits that need to be made to the registry.
