Excel 2003 multiply everything by 1E-20 - strange behavior

Very strange problem.
Excel 2003 under Windows XP multiply every number by 1E-20. For example you type into cell 4 - after pressing enter you get 4E-20. But if you type inside formula bar 4. - you get 4
This happen even if this is absolutely new file
No nonstandard add-ins or macro code

On same computer we have Excel 2010 - that works as usual
Any idea?

    Check Tools-Options, Edit tab - I suspect the Fixed Decimals option is checked and set to 20. Uncheck it.
