Exchange 2010 Address Book

It's probably a quick answer but Im new to 2010 exchange and we were using 2003 exchange. In 03 our organization accessed contacts via public folders, not i know i have public folder in 2010 but what i would like to do is import those contacts into an address book, so when the users hit the "to" button that list is populated on outlook and OWA. I do know you can setup your public folders to show in the address book but id like to move away from that.

I dont want to replicate pulic folders, I dont want to use PF for our contact list

thats the best way of doing this??? the second option is out totally there over 500 contacts

Best Practice would be to use a public folder for this.

And as far as I know those are your only options.
