Trying to get translucent hovers in IE

Hello, on this page: http://leadinc.no/drupal7/projects/4   translucent divs activated over the images on mouse hovers.  

I have had a difficult time getting any translucency in IE8 (the only version I have access to).

Background: an earlier transparency issue was resolved in this thread http://www.experts-exchange.com/Web_Development/Web_Languages-Standards/CSS/Q_27397724.html by putting IE conditional sheets AFTER the main sheets and also putting them in a row from higher versions to lower versions.  Doing that got me the transparency in the text-over-image divs in the homepage: http://leadinc.no/drupal7/   But the lack of transparency still problem in other pages.

Here is a basic catch all code for opacity.. have you tried this? what about it is not working, if you have (what elements are not showing with correct opacity?)
