mobsync.exe startup item - Associated with offline files?

Here's the definition of mobsync:

Description: MS Synchronization Manager - updates the network copy of materials that were edited offline, such as documents, calendars, and e-mail messages

It sounds like mobsync is associated with Windows Offline Files.  Am I correct?

    To an extent. It is also used to sync things like address books and calendars to mobile phones and pda's.

    If you are concerned about it running, open any folder then click on tools>folder options
    select Offline Files
    Remove checkmarks from offline file sync

    To add.....

    It will most likely still be running. If you are not using the Windows Synch Center, go to Start>MSConfig and disable it under the Startup Tab. Should be gone at reboot.....
