RPC Service is unavailable

I have one server with this error "RPC Servie is unavailble".  Looke thru the solutions for this type of error and could not find anything that would help.  The server is a Windows 2003 with sp2.  Windows firewall is not enabled.  We use Syantec Antivirus.  I've tried disabling the A/V and got the same error message when I try the application that will not run because of the RPC error.

The RPC server is unavailable because the service couldn't function properly because it's dependency  couldn't start...  check the dependencies?

It has no dependencies.  I checked some services that are also dependent on RPC server.  The ones I checked are running OK.  Which is odd because I would expect all service dependent on the RPC server not to be running.  I am now thinking it is something to do with the particular application that is dependent on RPC.  The name of the application is Facilities Commander.

Since it was running ok on Oct 13 and the morning of Oct 14, Windows update was done, installing 8 patches, and later on in the day, it was reported that the application stopped running, I uninstalled all fothe updates done on 14 Oct.  However, this did not help.  Still have the problem.

The solution did not involve the RPC service.  The application license had expired.  After I renewed the license key, I did not get the error.  Looks like this was the vendors way to get the licensed renewed that I did not know had expired.

The issue was an expired license key.  Once it was renewed the application ran successfully.  The RPC service was always available.  I checked on other services that were dependent on RPC, and they were running.  I had expected that they would be failing too.  But this was not the case.  So, I started looking for other reasons.
