There is no "upgrade path". You need to do a completly new instalation and migrate from the old server to the new. There is not much difference between the two except WSUS integration. Why is it you want to do so?

I am installing a new server 2008 server for this client and wanted to transfer the FSMO Roles and DHCP server from the SBS 2003 server to the new one 08 server.  I wanted to do this so I did not have to go to each client machine and join them to the new domain and then copy their user profiles.  The info that I have is saying that you can not migrate these roles from SBS 2003 SP1 to Server 2008 standard because SBS 2003 SP1 will not allow more than one DC.

You cannot have more than 1 SBS on the same network segment, except during a migration, but you can have as many server std DC's as you like. It is possible to migrate the FSMO roles as part of an SBS migration. Demazter has an excellent article:
http://www.experts-exchange.com/OS/Microsoft_Operating_Systems/Server/SBS_Small_Business_Server/A_2465-Migrate-Windows-2003-with-Exchange-to-Small-Business-Server-2008.html
Or you can get excellent documentation, tools, and 90 support by buying a migration 'kit' from www.swingmigration.com

Thank you for the info, I wanted to add some for information to the scenario.  The client is not using the exchange server of this SBS 2003 server.  They are only using this server as a DC and File sharing.  I also wanted to verify that I am migrating a SBS 2003 SP1 (not R2) server to a MS 2008 Standard Server.  The link you sent me said it was for Migrate Windows 2003 with Exchange to Small Business Server 2008.  Can this still be done?

Sorry your initial post tile mentioned migrating to SBS. Even though your migration is an easier process, there is very little documentation on that specific migration other than Dematzer who has another article and swingmigration.com:
http://www.experts-exchange.com/Software/Server_Software/Email_Servers/Exchange/A_2881-Migrate-Small-Business-Server-2003-to-Exchange-2010-and-Windows-2008-R2.html
Though Demazter's article says migrating to separate server std and Exchnage you can follow it and ignore the exchange components. Swingmigration is ideal in that they provide documentation customized to your particular migration scenareo.  Though you mention you are primarily interested in migrating the FSMO roles, the migration methods above address AD, DNS, DHCP, user data, and more.
