The Best CSS debugging (and learning) tools

Watching an old Lynda CSS Fundamentals movie seems to have lots of basics I'd like to brush up on. Would Firefox, Firebug and Notepad++ be a complete set of tools I can use to learn CSS?

    Yes, that is all you basically need.
    I use Visual Studio.NET for my HTML/CSS editor.
