windows xp firewall and exeptions disabled

Dear Sir ,
               recently i have upgraded my server from windows sbs 2003 to windows sbs 2011 , and configured all pc's ina  new domain of sbs 2011 , now when i login with administrator account  , my windows firewall exceptions are disabled .
i have to add file scanner utility in my exeptions list so taht it can work but exceptions are disabled , how can i enable it ? please  see the snapshot here with also

Check that the service is running (Windows Firewall/Internet Connection Sharing (ICS)).

Check that the firewall is enabled.

Check that Mcafee firewall isn't switched on and overridding it.

Check that you don't have any group policies that are disabling it (run RSOP.MSC to see culmination of all policies on that machine).

Is it affecting one machine or multiple?
