Excel - No Read Only Message

I have users that when a second user opens the same Excel file the second user does not get an open in "Read Only" mode message, they are allow to open and edit.   I check the excel file and Share Workbook feature to allow chnages by more than one user IS NOT checked off.  Is there any other place either in Excel for the server that would cause this to occur?

    Any chance that those users have managed to save a local copy of the file instead of a server-based one?
