I have one user where Outlook 2010 does not show the public contact folders under his contacts. I have added them to favorites and he can access them there or by going to the public folder it self but they do not show under his contacts

Any idea why?

No that is not it my problem. I do know about that function and it makes no difference if it is enabled or not in my scenario.

Ok try this one:

http://social.technet.microsoft.com/Forums/en/office2007deploymentcompatibility/thread/2301cbea-7585-461a-adb7-d0cd8b16fc62

This solutions in particular from the above link:

After selecting 'add to favorites' on the public contacts you will find that under the 'public folders' list a new folder is created called favorites.

1. Right click on the contacts under the new favorites folder and select 'Properties'.
2. Select the 'Administration tab'
3. Click on the button that says: 'Add this folder to Contacts'

or

Start Outlook with a switch > Start > Run > Outlook /resetnavpane

It removes the previous ‘favorites’ and when added again, it should show the other contacts.

If none of those work, then I'm out of ideas.  Sorry.

Outlook /resetnavpane did the fix for me
I do not have the 'Administration tab' under the favorites folder / properties

Do you know why?

Glad that worked.  The admin tab may have been relocated or renamed in 2010.  The solution I found applied to 2007 and thought it might work for 2010 as well.
