To the best of my knowledge, this is not possible. I have tried a few times to make this work, but typically have had to fall back to third-party solutions such as http://www.symprex.com/products/email-signature-disclaimer-manager/ to make this work.

And sadly this program only works at the client-side, by altering Outlook and OWA. Meanwhile, it will not work with Exchange ActiveSync clients, although they do plan on support BB users.

The rule is for disclaimer txt not personal signature. You can use the office admin templates and do this within group policy or easier with a 3rd party tool.
