Actionscropt - Sparks Component - Flex

I am having a go at Actionscripts and testing Flex builder. I have a page with a "terms and condition" checkbox and a "enter"  s:button. How would I add a conditional statement that would check to see if the checkbox has been checked? If it has not been checked I'd like a pop-up to let them know they can't continue without accepting the terms. If it has been checked then they could move on to the next page. I am having a hard time finding good actionscript references.

The better logic instead opening a pop-up window graid out the submit button til user will not accepting your policy
