Where can I buy the cheapest possible Vista Business or Vista Ultimate (OEM)?

Where can I buy the cheapest possible Vista Business or Vista Ultimate?

For example, I found this site where I can buy Vista Ultimate for $1.95:

But they don't seem to ship to China, where I live, so probably I can't order (although I could have it sent to Hong Kong).

Is that really possible, two dollar for Vista Ultimate? Thought they only accepted bulk orders but it says minimum quantity 1 piece.

I don't think you can buy OEM version from Microsoft store.
Contact your Microsoft Account Manager if you are a hardware manufacturer.

But if I want Swedish menues and configurations, do I have to buy the Swedish version of Vista? Can't I just set this during installation (just as with XP Pro) to Swedish locale? The Swedish version, if I buy from Sweden, is about $200. So the best is if I can buy like this one for two dollar (English version) and just configure during installation for Swedish locale. Is there any difference at all between local language versions of Vista? Or can they all be set during installation to any preferred language locale?

Microsoft wouldn't differentiate various markets with a price difference of 100 times. So it's your own decision whether to go for a $2 copy.
Technically, yes English version can be configured to use Swedish locale.

If you want to buy a 1.95$ Vista, then you will probably be getting a bootlegged copy, or you just get the media without product key. Or maybe you end up paying without getting anything, or you may be picking up malware by just browsing that site... I wouldn't trust such offers.

Usually the cheapest way to get OEM software is by ordering recovery media directly from the manufacturer you got the PC from. They will usually ship you that media for minimal costs.

I just received a reply from a software vendor in Sweden that I can buy from them for $200 (Windows Vista Business OEM, Swedish version). They also said they don't deliver abroad but they can e-mail the product key. They also said I could, completely legally, download Windows Vista Business from a torrent site provided I have a purchased product key.

But which torrent site can I go to without risking any malware or other things? Is it the only solution, to download from a torrent site?

That'll be a big problem. Why are you trying to get Vista at all, and not Windows 7? Windows 7 is more stable, needs less resources and works better than Vista all over. It should be readily available, and if you get the Ultimate or Enterprise Versions you can add swedish language support via Windows Updates for free. At least the enterprise Version you can download from the m$ technet site as a trial.

Windows 7 would be nicer of course, but how much extra would I have to spend for Ultimate or Enterprise? Would it be much more than the $200 I can pay for Vista Business?

Found out that the price for Windows 7 Ultimate OEM Swedish version is the same as for Windows Vista Business. The only problem is that 99 % of the vendors in Sweden don't ship abroad for some reason. So I'll have to try and find in the US, and have it shipped to me in China.

I don't know it's price, but you can buy W7 via m$ and download the product once you have payed, and there are also OEM versions available, although not directly from m$. You can probably get such OEM versions in china, maybe at least in english if you can't use chinese. You could also look out for upgrade versions.

Does this mean that on my laptop, which has had an operative system installed earlier, this OEM will not work to update?

I found Windows 7 Ultimate OEM for immediate download for only $120. Sounds like the best deal.

OEM version do not need activation key and only works on bundled OEM hardware. If you are not hardware manufacturer and spend $120 to download the software, you get nothing!

That's not correct. You can buy windows 7 as an OEM package in most software shops along with the activation key. You just can't move that OS to another PC once it has been activated.
